Electronic Archiving Policy
1. Policy Statement
The International Journal of Education and Learning Studies (IJELS), published by PT. Intelektiva Global Nusantara, is committed to ensuring the long-term preservation, accessibility, authenticity, and integrity of its published scholarly content.
Digital preservation is an essential component of responsible scholarly publishing. It supports the continued availability of published articles, bibliographic metadata, supplementary materials, and related publication records for researchers, educators, institutions, libraries, indexing services, and future generations.
IJELS supports established digital preservation technologies and appropriate electronic archiving arrangements to reduce the risks of data loss, technological failure, website disruption, platform migration, and discontinuation of journal operations.
2. Preservation Objectives
The journal's digital preservation policy aims to:
- Preserve the official version of record of published scholarly articles.
- Maintain long-term accessibility of article files and bibliographic metadata.
- Protect published content against accidental deletion, corruption, and technological failure.
- Support recovery of preserved content when the original publishing platform becomes permanently unavailable.
- Maintain the authenticity and integrity of scholarly publication records.
- Support the continuity of the journal's academic and bibliographic history.
- Promote sustainable access to scholarly knowledge.
3. Digital Preservation Systems
The PKP Preservation Network (PKP PN) is a digital preservation service developed by the Public Knowledge Project for eligible journals using Open Journal Systems (OJS).
PKP PN supports long-term content preservation through a distributed network of preservation nodes. Eligible journal content can be deposited through the relevant OJS preservation mechanism, subject to technical compatibility, journal registration, applicable agreements, and successful deposit processing.
The network is designed to protect scholarly content and support its availability under qualifying preservation recovery circumstances.
PKP Preservation Network InformationLOCKSS is a distributed digital preservation system based on maintaining multiple copies of scholarly content across participating preservation locations.
This approach is intended to reduce dependence on individual storage systems and protect scholarly publications from corruption, data loss, and technological disruption.
The journal's OJS LOCKSS gateway provides an archiving manifest that may support harvesting by compatible preservation systems. Availability of a gateway does not independently establish that published content has been deposited or preserved by a participating LOCKSS network.
IJELS LOCKSS GatewayCLOCKSS is a community-governed preservation infrastructure that supports the long-term protection of scholarly publications through distributed archival storage.
Its preservation model is designed to make archived materials available when qualifying access or publication-loss events occur, subject to the service's preservation arrangements.
The IJELS CLOCKSS gateway provides a journal archiving manifest. Active CLOCKSS preservation requires a separate applicable preservation arrangement and confirmation that the relevant content has been successfully archived.
IJELS CLOCKSS Gateway4. Preserved Content
Subject to the technical capabilities and coverage of the applicable preservation systems, journal archiving may include:
- Full-text scholarly articles and published files.
- Article titles, abstracts, keywords, and bibliographic metadata.
- Author names, affiliations, and publication information.
- Digital Object Identifiers (DOIs) and citation information.
- Journal volumes, issues, publication dates, and tables of contents.
- Supplementary materials published through the journal platform.
- Corrections, retraction notices, and other post-publication records.
Confidential submissions, peer-review reports, internal editorial correspondence, and private user records are not treated as publicly archived scholarly content.
5. Distributed Preservation
6. Website Continuity and Content Recovery
In the event of website disruption, system migration, technical failure, or permanent discontinuation of IJELS operations, content successfully deposited in independent preservation systems may be recoverable under the applicable service arrangements.
PKP PN operates as a preservation archive rather than a replacement for routine public access through the journal website. Public release of archived material depends on its preservation status and applicable recovery or trigger-event procedures.
7. Backup and Platform Migration
In addition to external preservation mechanisms, the journal and publisher support administrative measures intended to protect the continuity of the publishing platform, including:
- Periodic backup of publication files and journal databases.
- Secure management of bibliographic metadata and journal records.
- Verification of published article files and links.
- Planning for OJS upgrades and platform migration.
- Restoration procedures following data loss or system disruption.
- Monitoring of relevant preservation services and deposit records.
Electronic preservation of published articles is distinct from operational backup of the OJS website, database, editorial workflows, user accounts, and configuration.
8. Preservation of the Version of Record
The officially published version of an article on the IJELS website constitutes the Version of Record.
Corrections, expressions of concern, retractions, and other post-publication notices will be linked transparently to the relevant publication and maintained as part of the scholarly record, in accordance with the journal's editorial policies.
9. Access, Authenticity, and Integrity
Preservation arrangements are intended to maintain the authenticity, reliability, and integrity of published scholarly materials. Where supported by the relevant systems, preservation copies may be checked for unauthorized alteration, corruption, or loss.
Routine public access to journal content is provided through the IJELS website under the journal's applicable open-access and licensing policies.
10. Preservation Monitoring and Verification
Participation in a preservation service and successful preservation of journal content are distinct conditions. The editorial or technical team should verify preservation coverage through relevant plugin status information, deposit records, service confirmations, or other reliable documentation.
Installation of a preservation plugin, availability of an OJS archiving gateway, or inclusion of a preservation service's name on the journal website does not alone establish that content has been archived.
11. Policy Development
IJELS may improve and expand its digital archiving arrangements as additional preservation technologies, institutional repositories, scholarly infrastructure, and internationally recognized preservation services become available.
IJELS is committed to protecting its scholarly record through responsible electronic archiving, distributed preservation, appropriate backups, metadata management, and transparent post-publication updates to support the long-term availability and integrity of published research.
